AfDB - Institutional Support project to strengthening the Public financial Management in the Audit Service
 
Introduction
Under the component of capacity building, the African Development Bank (AfDB) project is expected to strengthen the capacity of the Audit Service to enable it to carry out effective auditing and reporting. It involves the production of a number of logistic supports together with local, short term and long term overseas training programmes.

International Auditor Fellowship Training Programme - Government Accountability Office, Washington D.C.
Mr Philip Goba, a Principal Auditor in the Audit Service, Sierra Leone, completed a 5 months training programme with the Government Accountability Office in Washington D.C.
 
The African Development Bank (AfDB), co-sponsored this training programme with the Commonwealth Secretariat. Mr Goba completed the training in September 2007 and is back in Sierra Leone. He recently delivered to senior staff members a presentation on the training he had with the General Accountability Office USA. The officer will be delivering a number of other seminars and workshops, on a periodic basis. It is planned that he will pass on most of the knowledge and skills gained to other officers in his division and the rest of the staff members.
 
MSc Audit Management and Consultancy, University of Central England, U.K
Two officers of the Audit Service in Sierra Leone recently left Sierra Leone for the U.K to pursue the MSc Audit Management and Consultancy course at the University of Central England in the U.K. The two officers are Mr. Philip A. Koroma, a Principal Auditor, who is currently heading one of the divisions, and Mr Alfred M'batilo Saffa, Senior Auditor. They expect to complete the Masters Programme by October 2008. The main objective of this course is to provide better qualification for auditors at post graduate level, which in turn will enhance their performance on the job.
 
Sponsorship for ACCA and CAT Students
Four ACCA and twenty CAT students are currently pursuing ACCA and CAT professional examination under the sponsorship of the African Development Bank (AfDB). The aim of the institution is to offer a first class professional qualification to staff members who seek a rewarding career in Accountancy, finance and management. The effect of this training is to enhance professionalism and the value of audit and accountancy in the work place to achieve a higher level of ethical and governance standards, and advance the public interest through the organisations service delivery. A good number of the candidates are progressing rapidly with the different levels of the examination and it is hoped that after qualification, they will be seen as assets to the organisation.
 
RIPA Course
Mrs. Jennifer Adams (Senior Confidential Secretary) will be proceeding to the U.K. to pursue a three week course on Managing People. She is being sponsored by the African Development Bank (AfDB)
 
WAIFEM Course
Mr Kojo-Lansana a Principal Auditor and Mrs Marian Katty Bangura, an Auditor in the Service, recently attended a course of study on Accounting Auditing and Financial Management in Post Conflict Countries. The training which is sponsored by the West African Institute for Financial and Economic Management (WAIFEM) was held in Freetown at the Kimbima Hotel. Mrs Winnibah is currently attending a course of study on Expenditure and Revenue Programing in Lagos, Nigeria from October 22nd to November 2. WAIFEM is sponsoring the programme fully.
 
INTOSAI Conference - Mexico City, 5th to 10th November, 2007
Mr Leslie S. Johnson, Deputy Auditor General in charge of Training and Research, and Mrs Lara Taylor-Pearce, Deputy Auditor General in charge of Finance and Administration, represented the Auditor General at the XIX INTOSAI (International Organisation of Supreme Audit Institute) Congress held in Mexico City in November 2007. The conference, which will be offering real alternatives to common problems faced by the International auditing community, has two technical themes. It is expected to attain a high level of discussion and will trigger a broad knowledge and experience in line with INTOSAI's motto "Mutual Experience Benefits All".
